Follow the Money

 

Somali pirates don't work alone; they're often funded by wealthy backers. (So perhaps that makes them more akin to privateers?) The United States has explored tracking the flow of money and hoping to end on the ones holding the strings—and then squeezing them till they let go. But tracking money in Somalia is harder than trying to crack open someone's Swiss bank account. Also, Somalis make much of their money on remittances, so this risks making much of the already impoverished population criminals.
